Two divisions were tentatively formed in the California State League last Saturday evening, when a committee appointed to draft rules and regulations of the circuit that in San Jose.
It was proposed to have San Mateo, Richmond, the Alameda Elks, Modesto, Stockton and a traveling team representing the northern division.
Monterey, Hollister, Santa Cruz, San Jose and a traveling team were the southern selection according to the plan. Should any of the teams mentioned fail to play in the league, then a traveling team from San Francisco or Oakland will be admitted to take their places.
Rules tentative
The rules are only tentative, it was made clear at the meeting, and there sole purpose is to act as guides for the final laws to be made Saturday evening, when the managers of teams gathered in San Jose for their discussion. Other rules outlined at the conference follow:
League should be known as the California State League.
Title playoff
Two divisions will form the League and the winners of each division will play a five game series for the championship.
Managers of the various teams will constitute the board of directors and a majority vote will decide all questions. They will elect a President who will have deciding votes whenever a time occurs.
Proxy chosen
A vice president and secretary treasurer will also be elected.
Each team joining the league will post the some of $100, same to be forfeited should they fail to play any of the games when and where scheduled or to live up to the rules specified.
Player limit
A limit of 14 players will be allowed each team. No new players will be allowed any team in the last four games to be played and each team must keep to its own players when the championship series are to be played.
No ball player actively engaged in any professional organized ball shall be eligible to play in this league nor will any player be allowed to play who is banned by professional leagues.
One team men
Any player desiring to play with any team in the league must sign a contract to play with that team and should he signed with more than one team, he will be banned from playing with any team in the League for the remainder of the season.
No team in the league will be permitted to take a man from another team in the League unless he has a written release from the manager of the club for whom he played.
60-40 split
Spauldings rules shall govern any and all games unless otherwise specified in the rules of league.
It is proposed to have visiting teams receive 40% of the gate and the home team 60%, after the salaries of the umpires and gatekeeper have been paid. Home team’s are to furnish balls and grounds free of charge.
Umps hired
Umpires shall received $7.50 for their services at each game and they shall be appointed by the president of the league to serve at his will unless he is requested to dismiss them by a majority of the board of directors.
Each team will have the right to have either a ticket seller or a gatekeeper at every game and these shall be paid $2 for their services.
A series of 15 games will be played by each division and winners to play in a championship as above stated.
